Motions – Table of Precedence

Usual Purpose:
1.MOTION TO SET THE DATE AND TIME OF THE NEXT MEETING
> requires a mover and a seconder
> requires, for adoption, a majority vote
> may be debated, but only as to the date and time
• To ensure that those who must leave early know when the next meeting will be held.
2.MOTION TO SET THE TIME TO ADJOURN
> requires a mover and a seconder
> requires, for adoption, a majority vote
> may tie debated, but only as to the time of adjournment
• To limit the length of the meeting.
3.MOTION TO ADJOURN
> requires a mover and a seconder
> requires, for adoption, a majority vote
> may be debated, but only as the time of adjournment
• To end the meeting.
4.MOTION TO RECESS
> requires a mover and a seconder
> requires a majority vote
> must be debated
• To provide a pause or break.
5.MOTION TO RAISE A QUESTION OF PRIVILEGE
> requires a mover only, who may interrupt another speaker
> requires no vote
> must not be debated
• To assist rights of members.
• To improve the environment (noise level, ventilation, etc.)
6.MOTION TO RAISE A POINT OF ORDER
> requires a mover only, who may interrupt another speaker
> requires no vote
> must not be debated
• To correct a failure to comply with the approved rules of order or by-laws.
7.MOTION TO LAY ON THE TABLE OR TO REMOVE FROM THE TABLE
> requires a mover and a seconder
> requires a majority vote
> must not be debated
• To discuss immediately, or to postpone discussion.
8.MOTION TO PUT THE PREVIOUS QUESTION
> requires a mover and a seconder
> requires a two-thirds vote
> must not be debated
• To limit amendments and to have an immediate vote.
9.MOTION TO LIMIT DEBATE OR TO EXTEND THE LIMIT OF DEBATE
> requires a mover and a seconder
> requires a majority vote
> must not be debated
• To limit discussion, or to extend the discussion.

10.MOTION TO POSTPONE A DEFINITE DATE AND TIME
> requires a mover and a seconder
> requires a majority vote
> may be debated but only as to the time
• To make way for more urgent business.
• To provide time for further study.
• To ease tensions.
11.MOTION TO COMMIT OF REFER
(e.g. TO A STANDING COMMITTEE OR TO A SPECIAL COMMITTEE)

> may be debated
• To provide time for further study.
12.MOTION TO AMEND
> requires a mover and a seconder
> requires a majority vote
> may be debated
• To add, delete, or substitute words in the main motion.

13.THE MAIN MOTION

> may be debated
• To make a substantive decision.

14.MOTION TO RESCIND
> is a main motion
> requires a mover and a seconder
> requires a majority vote, if introduced with advance having been given; or, otherwise, a two- thirds vote
• To annul a motion already adopted.

Mission Statement

  • to promote and foster effective, efficient, and accountable municipal government in Prince Edward Island;
  • to present, as a strong and unified voice, the interests of its member municipalities;
  • to guide and assist member municipalities in enhancing their overall operation and decision-making processes; and
  • to guide and improve provincial and federal legislation, programs, and policies that reflect and impact upon municipal interests.
